The mission of Breakthrough Communities is to build
multiracial and multiclass leadership for sustainable
metropolitan communities in California and the USA.
Breakthrough Communities works with the private sector,
government officials, NGOs, community leaders, and
faith-based groups to foster metropolitan regional
equity. We promote innovative approaches and policies to
ensure that all communities in a metropolitan region
share equitably in its resources and opportunities in
the present, and engage communities in planning for
future generations. Breakthrough Communities
demonstrates that a viable Economy, a healthy
Environment, and social Equity are mutually reinforcing.
The three Es provide the framework for planning and
resource allocation to achieve truly sustainable

The mission of Earth House, in Oakland, California, is
to build healthy, just, and sustainable communities
through education, training and multi-media
communication tools. Earth House was founded in 1990 by
Dr. Margaret Paloma Pavel and currently conducts local,
national and international projects in a variety of

Environmental Finance Center,
Region 9
Established in 1995, this EFC focuses on the development
of successful models for public-private partnerships
financing environmental systems, emphasizing greater
participation of small and medium size businesses. This
EFC will implement a pilot green project to demonstrate

Institute
The Resource Renewal Institute facilitates the creation,
development, and implementation of practical strategies
to comprehensively address the complex environmental
crisis, promoting Green Plans as a working strategy for
sustainability. RRI is an incubator for transformational
ideas designed to challenge and change the piecemeal way
